As a former Deputy Assistant Secretary for Water and Science at the U.S. Department of the Interior, Austin had oversight and primary policy lead responsibility for the U.S. Bureau of Reclamation and U.S. Geological Survey.

Austin consults on a broad array of matters relating to water. He handles major administrative proceedings before government agency boards & commissions to obtain, modify and protect water. He assists clients in transactions relating to the transfer of water rights. Austin has experience with matters relating to appropriative and riparian rights, drainage, ground water rights and regulations, water transfers, Federal reclamation law, water delivery systems, water district law and administration, and water quality. His consulting firm works with various irrigation and water districts, flood control and storm water districts, and a number of newly formed Groundwater Sustainability Agencies.

On a day to day basis, Austin works with various local, state and federal agencies on water matters including the California Department of Water Resources, the California Department of Fish and Wildlife, the U.S. Bureau of Reclamation, National Marine Fisheries Service and the U.S. Fish and Wildlife Service.

As a former Deputy Assistant Secretary for Water and Science at the U.S. Department of the Interior, Austin had oversight and primary policy lead responsibility for the U.S. Bureau of Reclamation and U.S. Geological Survey. He coordinated the Interior’s sustainable hydropower strategy and overall water policy with a specific focus on California.

He also represented the Interior in key water matters, including negotiations with California, infrastructure initiatives across the administration, and title transfer legislation and directed the Interior’s WIIN Act, Title XVI and Shake Alert initiatives.
